Author of Biden’s Crypto Executive Order Rejoins Administration

Carole House, former director of cybersecurity and secure digital innovation at the White House and co-author of President Biden’s 2022 executive order on crypto, is returning to the Biden Administration. She will serve as the Special Advisor for Cybersecurity and Critical Infrastructure Policy at the White House National Security Council.

In a LinkedIn post on June 24, House announced her new role, emphasizing her focus on shaping the future of secure and trustworthy digital economies. She expressed gratitude for the opportunity to work once again within the esteemed national security community and excitement to lead significant initiatives supporting the nation’s security and competitiveness across various agencies.

In March 2022, President Biden issued an executive order on crypto aimed at establishing a unified and comprehensive federal approach to crypto policy. The order was designed to manage the risks and harness the potential benefits of digital assets and their underlying technology, as stated in a press release from the White House.

Among its directives, the executive order called for exploration into a U.S. central bank digital currency (CBDC) and strategies to mitigate illicit finance and national security risks associated with digital assets. Carole House, who co-authored the order, described it in an interview as a “balanced” framework for overseeing the crypto industry, while acknowledging the existence of gaps that still need to be addressed.
